In what has been described as "the Great Wipeout of 2006", nearly 30 inches of snow has fallen on the state and strong winds of up to 50 mph have caused drifting.
Bus and commuter trains have been able to run, albeit at reduced services, and a hundreds of passengers flying into and out of the city have faced delays.
Travellers arriving in New York's La Guardia Airport have suffered delays of an hour, while a Port Authority of New York and New Jersey spokesman told Bloomberg that most flights out of the city would "be packed".
Highlighting the need for passengers to cover their journeys with travel insurance, over 400 American Airline (AA) flights were cancelled on Tuesday, although a service running at roughly 85 per cent is hoped to be back on track as soon as possible.
AA anticipates that 100 flights may not be able to operate due to snow problems at airports.
